PHMSA Goes Digital, but Print Remains Reliable

The Pipeline and Hazardous Materials Safety Administration (PHMSA) has finalized HM-268D, allowing carriers and facility operators to maintain required emergency response information electronically beginning September 3, 2026. The change provides the option to use mobile devices, applications, and other digital resources instead of relying solely on paper copies.

While the rule provides greater flexibility, emergency response information must still be readily accessible when needed, particularly during transportation incidents and emergencies.

The printed Emergency Response Guidebook (ERG) remains a valuable resource. Unlike electronic devices, a printed ERG does not depend on battery life, internet or cellular service, making it a reliable option during power outages, in remote locations, or when electronic devices are unavailable. For this reason, many organizations continue to keep printed ERGs in their vehicles, facilities, and emergency response operations.
