Key Updates from the Alternative Fuels Safety (AFS) Division

TPGA hosted its Q2 2025 Board & Committee Meetings in Austin and invited the Railroad Commission of Texas to provide regulatory updates. Speakers included AFS Director Karley Rudynski, Compliance and Licensing Supervisor Angie Whitehead, and April Richardson.



AFOS Platform Migration


  • Temporary delays expected during the platform migration in late June

  • AFOS portal will be offline for approximately one week

    Form 4 Decal Reminders

  • Urgent decals can be shipped via FedEx

  • In-person pickup available upon request

  • Some terminals reject RRC letters; decals must be physically on the vehicle

  • RRC staff can contact terminals on behalf of the company if needed

Inspection Reports


  • Not receiving emailed same-day inspection reports? Contact Kevin Paris Kevin.Paris@rrc.texas.gov at RRC to update your company’s email contact. One point of contact per company.


Common Paperwork Delays


  • Frequent hold-ups: missing hydrostatic test results, Secretary of State documentation, franchise tax information

  • Companies should ensure timely tester submissions and updated employee certifications

To provide a clearinghouse for issues that affect the propane industry and generate a consensus to represent propane marketers before other businesses, governmental and regulatory bodies.
