On December 27, 2019, the Federal Motor Carrier Safety Administration announced that it is increasing the minimum annual percentage rate for random controlled substances (drug) testing for drivers of commercial motor vehicles (CMVs) requiring a commercial driver's license (CDL) from the current rate of 25 percent of the average number of driver positions to 50 percent of the average number of driver positions, effective for the calendar year of 2020.
Beginning January 1, 2020, the minimum annual percentage rate for random controlled substances (drug) testing is 50 percent of the average number of driver positions or if you are in consortium, 50 percent of that consortium will be required to be tested.
The minimum annual percentage rate for random alcohol testing will remain at 10 percent.
