Chemical Facility Anti-Terrorism Standards (CFATS)
The U.S. Department of Homeland Security (DHS) is requiring facilities to resubmit, that includes new propane facilities as well as existing propane facilities that submitted in 2008, whether or not they were designated Tier 4. Any propane facility that meets the quantity threshold of 60,000 pounds of propane (14,285 gallons) must submit/resubmit a Top Screen to DHS into CFATS 2.0.
Chemical Facility Anti-Terrorism Standards (CFATS)
Chemical-terrorism Vulnerability Information (CVI) Authorized User Training is required for anyone at the facility using the U.S. Department of Homeland Security Chemical Facility Anti-Terrorism Standards (CFATS) program, submitting Top Screen Application, and handling CFATS required compliance items must complete CVI training because they are handling security sensitive information.

Training is not required for propane employees working at the marketer's plant who doesn't have anything to do with CFATS - for example - refilling propane cylinders. It is only required for people handling sensitive security information on your company and location.

The training should only take 20-30 minutes and is online. You can take the training online by going to https://www.dhs.gov/cvi-authorized-user-training
CFATS Compliance Webinars What Marketers Need to Know
The National Propane Gas Association will host two webinars (November 28 and December 14) to provide guidance and information on the revised requirements of the Chemical Facility Anti-Terrorism Standards (CFATS) program by the Department of Homeland Security (DHS). After an initial application with information about the location and propane storage, DHS may or may not require facilities to submit other applications and potentially install additional security measures.
The NPGA webinars will detail this process and hold a Q&A session. NPGA staff are also available for individual follow-up to answer facility-specific questions.
